The City of Encinitas is located on the coastline of Northern San Diego County. With 19.5 square miles in area, Encinitas is characterized by coastal beaches and cliffs, mesas and rolling hills. The City is predominately a residential community with approximately 75 percent of total acreage devoted to residential use. Retail and professional services are the predominant employment industries. Public amenities include: 16 city parks, six miles of public beaches, two libraries, a public golf course, six elementary schools, two intermediate schools, a high school and a junior college.

There is a significant flower growing industry in the City and many people claim that Encinitas is the Flower Growing Capital. As the City has developed, it has grown up around the pre-existing flower growers. Quail Botanical Gardens is a beautiful oasis to visit with an Amazon Rainforest and the largest display of bamboo in the world. The gardens of the Self Realization Center are beautiful and sit overlooking the ocean in a serene garden-like setting.

As the name implies, the Community Development Department has a broad range of responsibilities related to the orderly development of Encinitas. By implementing the goals and policies of the City's General Plan, a major objective of the department is to balance community growth with the quality of life, environment, and the economic stability of Encinitas. To successfully carry out these activities, the Community Development Department is organized into four divisions: Current Planning; Advanced Planning & Housing; Code Enforcement; and Building Services.
