The County of San Diego is a supportive local government willing and able to work with private industry as a partner. The County understands the importance of businesses to our growing local economy and considers the business community a valuable asset. Through the Office of Trade and Business Development (OTBD) you will find a willingness for all agencies to work together and provide you with the information and assistance you need for your new business, business expansion or business relocation plans. The OTBD is staffed with an Ombudsperson who will guide you through the permit process and act as a liaison, working together with you and County staff, to overcome procedural obstacles and cut red tape. From project conception through final construction, the OTBD can act as your liaison and facilitator.

If your company is expanding or locating in the San Diego region and you need permits from various County, City, State, and/or Federal regulating agencies, you are eligible for OTBD One-Stop Early Assistance Program. Because the permitting process is often time consuming and costly, this innovative new program was designed for you. One-Stop Early Assistance means achieving a level of personal service in permitting never before possible in San Diego. You and your representatives can meet with technicians, engineers and inspectors from local, county, state and federal agencies to discuss your project, relay your concerns and determine accurately the feasibility of your project. You will obtain an understanding of the process, permit requirements, turnaround times, and fees. Staff is also willing to assist you and your representatives with resolving issues or finding alternative methods for compliance whenever possible.
